Key takeaways

  • DORA applies from 17 January 2025.
  • The register covers all ICT third-party arrangements, not only critical ones.
  • It must identify functions supported and their criticality.
  • Treat it as a live dataset, not an annual spreadsheet.

What DORA requires

The Digital Operational Resilience Act (Regulation (EU) 2022/2554) applies to EU financial entities from 17 January 2025. Article 28 requires them to manage ICT third-party risk and to maintain a register of information on all contractual arrangements for ICT services provided by third parties. Implementing technical standards define the templates, and competent authorities collect the registers.

What the register contains

AreaTypical content
The entityLegal entity identifiers and group structure
The providerIdentity, location and parent company
The arrangementContract references, dates, notice periods, governing law
ICT servicesType of service and data processed
Functions supportedWhich business functions rely on the service and whether they are critical or important
Sub-contractingMaterial sub-contractors in the chain
AssessmentSubstitutability and exit considerations

Common difficulties

  • Contract data scattered across procurement, legal and IT
  • Missing identifiers for providers
  • Unclear mapping of ICT services to business functions
  • Sub-contracting chains unknown
  • Annual refresh exercises that are out of date immediately

Keeping it live

Build the register from your TPRM platform rather than a separate spreadsheet: every new ICT vendor captured at intake, contract dates and functions recorded once, sub-contractors updated during assessments, and an export in the required format when the authority asks.

A practical build plan

  1. Identify all ICT services from procurement, finance and IT records.
  2. Link each service to the business functions it supports.
  3. Classify functions as critical or important.
  4. Collect provider identifiers, locations and sub-contractors.
  5. Load everything into the TPRM platform and assign owners.
  6. Validate, export and keep it updated through the vendor lifecycle.

Ownership and quality

Give every arrangement a named owner responsible for its data, and report completeness monthly. Regulators treat errors in the register as a sign of weak ICT third-party risk management.

Linking the register to risk management

The register is not only a reporting obligation. The same data — functions supported, criticality, substitutability and sub-contracting — drives tiering, contract requirements, exit planning and concentration analysis. Building the register inside the third-party risk process keeps the data current and makes the register a by-product of good management rather than a separate annual project.
